Queen with eggs but no workers.

So I’m pretty new to ant keeping and right now i have a few lasius niger ant colonies in test tubes.
I caught some queens during last years nuptial flight. Almost all of them have worker ants now.
But one of the queens only has eggs but no worker ants. Is it possible for a non fertile queen to lay eggs or is she just really slow?
Another queen also took close to a year to finally get her first worker ants but this one is taking even longer.

I’m pretty lost right now and have no idea what to do with her since its been over a year now.

I think its obvious that this queen is not fertilized. The best thing you can do is feed her to another colony.
